Expansion rules benefited them greatly + not having a second team to contend with + smart trades with other teams to keep guys protected that weren't on the protected list.

And yeah MAF not collapsing in the playoffs for a change.

In any normal year, Tampa would be the best story to win the Cup.. they missed the playoffs last year, Stamkos been getting killed by injuries for years and finally stayed healthy, Kucherov emerges as a legit top 5 star, they win the Drouin/ Sergachev trade, Vasilevskiy emerges as a Vezina candidate, Yanni Gourde and Brayden Point emerge as solid scoring rookies, Tyler Johnson and Ondrej Palat bounce back from lackluster seasons... it's all written for this team to come together and win the Cup.
